MINUTES OF THE TOWN MEETING

July 2nd, 2005

 

The meeting was held at the Frye Island Community Center.

 

The meeting was called to order at 9:05 AM by Wayne Fournier, Town Clerk, following a brief address from Susan Lukas, Superintendent of Schools for SAD #6.

 

MOTION (Article 1): To nominate Richard Norris as Moderator made by Ernie Wrzesinsky and seconded by Ed Charrette. There were no other nominations.

There were ten (10) votes cast for Richard Norris.

 

Following the vote, Richard Norris was sworn in as Moderator by Nancy McEnaney, Deputy Town Clerk.

 

MOTION: To adopt the following procedures for this meeting made by Dave Treacy and seconded by Carl Hommel

 

  1.  Utilize the Maine Moderator's Manual in the conduct of business
     

  2.  Follow the guidelines established by MMA for Town Meetings & Elections
     

  3. Incorporate the vote of the Board of Island Trustees into the Town Meeting flow of business when appropriate, and
     

  4. Limit the discussion of any one person to no more than three (3) minutes per issue

 The motion passed unanimously

 

MOTION (Article 2): To vote by written ballot to elect one person to a three year term to the Board of Selectmen, one person to a two year term to the Board of Selectmen and .one person to a one year term to the Board of Selectmen. made by Ernie Wrzesinsky and seconded by John Crosby.

Names in Nomination for two (2) year term: Brian Walker
 
Names in Nomination for one (1) year term: John Nun

There were no nominations from the floor. There were 28 total votes cast as follows:

MOTION (Article 3): To vote by written ballot to elect two people to three year terms to the Board of Island Trustees Executive Committee made by Pat Karpacz and seconded by Grace Morin.

There were no nominations from the floor. There were 73 total votes cast as follows:

MOTION (Article 4): To see if the Board of Island Trustees will vote to authorize and direct the Selectmen and Treasurer, at their discretion, to sell by sealed bid or public auction and convey by quit-claim deed, any real estate acquired from tax sources by the Town, or to convey the property to the prior owner upon payment in full of all taxes, interest and charges incurred by the Town.  Selectmen reserve the right to reject any and all bids made by Pat Karpacz and seconded by Bruce Nisula.

Motion passed with 7 opposed.

MOTION (Article 5): To see if the Board of Island Trustees will vote to authorize the Selectmen and the Treasurer, on behalf of the Town and any of the Town’s departments, to accept gifts, real estate, donations, and other funds, including trust funds that may be given or left to the Town, and to grant the Selectmen the further authority to expend such sums of money as they deem necessary from these donations or for their designated purposes.  These expenditures may be reflected outside of the Town’s approved budget made by Ed Charrette and seconded by Marge Hommel.

Motion passed with 3 opposed

MOTION Article 5): To see if the Town will vote to authorize the Selectmen and the Treasurer, on behalf of the Town and any of the Town’s departments, to accept gifts, real estate, donations, and other funds, including trust funds that may be given or left to the Town, and to grant the Selectmen the further authority to expend such sums of money as they deem necessary from these donations or for their designated purposes.  These expenditures may be reflected outside of the Town’s approved budget made by Ernie Wrzesinsky and seconded by Phil Perry.

MOTION (Article 6): To see if the Board of Island Trustees will vote to authorize the Selectmen and the Treasurer to accept and expend, on behalf of the Town, any Federal or State funds received on the form of grants during its fiscal year made by John Crosby and seconded by Marge Hommel.

Motion to amend article 6 to read ….State funds received in the form of grants made by Dave Treacy and seconded by Marge Hommel.

 

The amendment passed unanimously.

MOTION (Article 6): To see if the Town will vote to authorize the Selectmen and the Treasurer to accept and expend, on behalf of the Town, any Federal or State funds received on the form of grants during its fiscal year made by Grace Morin and seconded by Bobbie Aranyi.

Motion to amend article 6 to read ….State funds received in the form of grants made by Dave Treacy and seconded by Ernie Wrzesinsky.

 

The amendment passed unanimously

MOTION (Article 7): To see if the Board of Island Trustees will vote to authorize the Selectmen to expend such sums of money as they deem necessary from the Capital Reserve accounts for their designated purposes. These expenditures may be reflected outside of the Town’s approved budget made by Ernie Wrzesinsky and seconded by Bruce Nisula.

The motion passed unanimously

 

Recess Board of Island Trustees Meeting - reconvene Town Meeting

MOTION (Article 7): To see if the Board of Island Trustees will vote to authorize the Selectmen to expend such sums of money as they deem necessary from the Capital Reserve accounts for their designated purposes. These expenditures may be reflected outside of the Town’s approved budget made by Carl Hommel and seconded by Kathy Potts.

The motion passed unanimously

 

Recess Town Meeting - convene BIT Meeting

MOTION (Article 8): To see if the Board of Island Trustees will vote to appropriate $4300.00 from fund balance to cover 2004 expenditures for ferry operations and non-municipal expenditures in excess of budgeted amount made by Bruce Nisula and seconded by Grace Morin. 

Considerable discussion on the operation of the ferry service followed.

The motion passed with 8 opposed.

 

Recess Board of Island Trustees Meeting - reconvene Town Meeting

Additional discussion on the operation of the ferry service followed.

The motion failed with 9 votes in favor and 13 votes opposed.

 

A motion was made by Dave Treacy and seconded by Carl Hommel to revisit Article 8. Following additional discussion a revote was taken.

 

As a result of the revote, the article passed with 2 opposed.

 

A motion was made by Ernie Wrzesinsky and seconded by Kathy Potts to adjourn the Town Meeting at approximately 11:50 AM.
