TOWN MEETING
 TOWN OF FRYE ISLAND
 July 7, 2001

The location of the meeting was the Community Center at Frye Island Maine.

Conrad Theberge, Frye Island Town Clerk, called the meeting to order at 9:00 A. M.

ARTICLE 1  vote by written ballot to choose a moderator to preside at said meeting.  Town Clerk asked for nominations from the floor.  Carl Hommel nominated Andrew Broaddus.  John Crosby second this motion.  Town Clerk hearing no more nominations announced that nominations be closed.  Fourteen votes were cast for Andrew Broaddus.

Ernest Wrzesinsky made a motion to limit speakers to three minutes.  Motion was second.  Motion carried

James Kuiken made a motion to recess Town Meeting.  Oleg Svetlichny second this motion.  Motion carried

James Kuiken made a motion to reconvene the Town Meeting.  Joseph Potts second this motion.  Motion carried

ARTICLE 2 to vote by written ballot to elect a person to a three-year term to the Board of Selectmen.  Twenty-Four votes were cast.  Twenty-Three votes for Robert Roberts and one vote for Robert Thomas.  Roberts was elected to a three-year term.

ARTICLE 3 to vote by written ballot to appropriate $50,000.00 from existing undesignated fund balance, to fund legal and associated costs relating to the withdrawal from SAD#6.  A motion was made and second to appropriate $50,000.00 from existing undesignated fund balance.  The results from this vote were Twenty in favor and one against.  Motion carried

ARTICLE 4 to vote to approve the “Withdrawal Agreement: The Town of Frye Island from Maine School Administrative District No. 6”, as submitted to the Maine Department of Education.  A motion was made and second.  Motion carried

ARTICLE 5 To vote to authorize the Board of Selectmen, with concurrence from the Board of Island Trustees Executive Committee, to expend such sums of money, as they deem necessary, from the Dedicated Reserve Funds for their designated purpose.  In addition, these expenditures may be reflected outside of the Town’s approved budget.  A motion was made and second.  Motion carried

ARTICLE 6 to vote to authorize an over expenditure in the year 2000 municipal budget of $17,146.00.  A motion was made and second.  Motion carried

ARTICLE 7 to vote to create the position of Town Constable to be appointed by the Selectmen with the authority to write citations for violations of local ordinances.  Motion was made and second.  Motion carried

A motion was made and second to adjourn this meeting.  Motion carried
