MINUTES OF THE BOARD OF ISLAND TRUSTEES MEETING
TOWN OF FRYE ISLAND
October 9, 1999

 The location of the meeting was the Community Center at Frye Island Maine.

 Pat Karpacz, Chairperson for the Board of Island Trustees Executive Committee, called the meeting to order at 9:35AM

 ARTICLE 1    Pat Karpacz explained this article and the need to elect a moderator.

 ARTICLE 2   Carl Hommel made a motion to except article 2 and second by Harry McCarty.  Very few people were opposed.  This motion passed.

 ARTICLE 3    Al Schmidt made a motion to except article 3 and second by Robert Hannah.  Moved to vote by Ernie Wrzesinsky and second by Kathy Potts. Five people were opposed the remaining islanders in favor.  Motion passed.

 ARTICLE 4    Motion made by Ernie Wrzesinsky and Second by John Crosby.  Motion passed

 ARTICLE 5    Motion made by Al Schmidt and Second by Greg Tedford.  Discussion took place to explain the rationale for making this change.  Unanimous

 ARTICLE 6    Motion made by Kathy Potts and Second Mary Deming.  Questions on feasibility arose during the discussion.  Anne Garceau moved the questions and Second by Barbara Hannah.  Unanimous on moving the question.  Motion passed

ARTICLE 7     Victor Richards presented the budget.  Reviewed capital improvements for the future.  Reviewed highlights of budget changes.  A few islanders were opposed to the increase in the cost of ferry passes.  Questions arose on use fees for housing construction being doubled.  Ernest Wrzesinsky  Made a motion to accept this article and John Crosby second.  Eight islanders were opposed the remaining islanders in favor.  Article seven passed.

 ARTICLE 8    Kathy Potts made a motion and James Kuiken second the motion.  Discussion took place concerning the interest rate of 10%.  Ten islanders were opposed and the remaining were in favor.  The article passed.

 ARTICLE 9A    Motion made by Ken Dolloff and Second by Ernie Wrzesinsky. Two islanders were opposed and the remaining were in favor.  Motion carried.

 ARTICLE 9B    Motion made by Harry McCarty and Second Ernie Wrzesinsky Ten islanders were opposed and the remainders were in favor.  Motion carried.

 ARTICLE 9C    Motion made by Harry McCarty and Second John Crosby.  One islander was opposed and the remaining were in favor.  Motion carried. 

ARTICLE 10    Motion to accept made by Kathy Potts and second by Ken Doloff.  Unanimous

 ARTICLE 11    Motion to accept made by Ernie W. and second by Christian Mueller.  Unanimous

 ARTICLE 12    Motion to accept made by Carlton Hommel and second by Anne Garceau.  Thirty-seven in favor and forty opposed. Article failed

 ARTICLE 13    Motion to accept by Robert Roberts and second by Harry McCarty.  Thirteen voted in favor and forty-eight voted against.  Article failed

 ARTICLE 14    Motion to accept by Kathy Potts and second by Ernest Wrzesinsky   Unanimous Article passed

 ARTICLE 15    Motion to accept by Harry McCarty and second by Ernest Wrzesinsky   Unanimous Article passed

 ARTICLE 16    Motion to accept by Ernest Wrzesinsky and second by Robert Roberts.  Unanimous Article passed

 ARTICLE 17    Motion to accept by Ernest Wrzesinsky and second by Robert Roberts.  Unanimous Article passed

 ARTICLE 18    Motion to accept by Kenneth Doloff and second by Donald Nolen.  One opposed and the remaining in favor.  Article passed

 ARTICLE 19    Motion to accept by Harry McCarty and second by Barbara Hannah. Two opposed and the remaining in favor.  Article passed

 ARTICLE 20    Motion to accept by Carlton Hommel and second by Barbara Hannah.  Unanimous.  Article passed

 ARTICLE 21    Motion to accept by Ernest Wrzesinsky and second by Kathy Potts.  Five opposed and the remaining in favor.  Article passed

 ARTICLE 22    Motion to accept by Ernest W. and second by John Crosby.  Nine opposed and the remainder in favor.  Article passed

 ARTICLE 23    Motion to accept by Robert Roberts and second by John Crosby.  Unanimous.  Article passed

 ARTICLE 24    Motion to accept by Kathy Potts and second by James Kuiken.  Unanimous.  Article passed

 ARTICLE 25    Motion to accept by James Kuiken and second by John Crosby.  Unanimous.  Article passed.

 James Kuiken made a motion to adjourn and John Crosby second.  Unanimous.  Motion passed.
