BIT board minutes of July 7, 2001 Meeting called to order at 935 Motion by Mark Thomas, second by Oleg Svettichny to nominate Richard Giggey to BIT Unanimous yes vote
Motion by Ken Doloff, second by Diane Babineau, to appropriate $50,000 from existing undesignated fund balance to fund legal and associated costs relating to the withdrawal from Sad#6. Kathy Potts questioned benefit of spending funds as well as amount remaining in undesignated fund after withdrawal. Mark Thomas asked for volunteers to serve on committee. Dave Decker verified that variable option would be considered prior to spending any money. John Riley wanted to know the total cost of the money to be spent. John Crosby moved the question. Second by Mark Thomas. Unanimous yes vote
Motion by Ernie Wrzesinsky, second by John Crosby to approve the "Withdrawal Agreement: the town of Frye Island from Maine school administrative district #6" as submitted to the Maine dept of Education. A.C Riley asked for an overview of withdrawal agreement. General overview provided and audience was informed that document is in the office and on the web. John Crosby moved the question. Second by Ernie Wresinskzy. Unanimous yes vote.
Motion by Carl Hommel, second by Bob Roberts to authorize the Board of Selectmen, with concurrence from the Board of Island trustees Executive Committee, to expend such sums of money, as they deem necessary, from the Dedicated Reserve Funds for their designated purpose. In addition, these expenditures may be reflected outside of the Town's approved budget. Town manager explained the article as per the request of Richard Norris. Joe Potts clarified Manager comments for Pat Tessier. Bob Roberts moved the question. Second by John Crosby. Motion past. There was one negative vote.
Motion by Bob Roberts, second by Carl Hommel to authorize an over expenditure in the year 2000 municipal budget of $17,146. Town manager provided explanation at the request of Marge Hommel. Ernie Wrzesinsky moved question. Second by Pat Tessier. Motion passed. One negative vote.
Motion by Bob Roberts, second by David Treacy to create the position of Town Constable to be appointed by the selectmen with the authority to write citations for violations of local ordinances. Pat Karpacz explained that selectmen could have done this by themselves but decide to get vote of islanders first. Oleg Svetlichny questioned if action is covered in the charter. Dick Norris questioned the power of a constable. John Crosby explained that the constable only can enforce town ordinances and that an Fll member would have to ask for assistance concerning Fll property. There was some discussion that an ordinance might be needed to keep beaches free from non-residents and renters. John Crosby moved the question. Second by Ernie Wrzesinsky. Motion passed. There were three negative votes.
Motion by Andy Broaddus, second by John Crosby to nominate Oleg Svetlichny for Town of Frye Island School Board member to SAD#6. Unanimous yes vote.
Motion by Bob Roberts, second by Ernie Wrzesinsky, to adjourn. Motion passed unanimously.
