MINUTES OF THE SELECTMEN’S MEETING
TOWN OF FRYE ISLAND
 July 10, 1999

The location of the meeting was the Community Center at Frye Island Maine.

 Conrad Theberge, Frye Island Town Clerk, called the meeting to order at 4:07 P. M.

Present: Selectmen: James Kuiken, Joseph Potts, Oleg Svetlichny and Victor Richards Town Manager
 
Attendees: Kathleen Potts,  Mark Thomas, Ernie Wrzesinsky, Richard Giggey, John Crosby, Pat Karpacz, Carl Hommel,  David Treacy.

 Petitions and Communications:             Manager’s report

                        Discussions on several issues—Dick Giggey thought that we should have a policy for tax acquired property.  There discussions on speed limits and having the sheriff’s Department to enforce these regulations.  John Crosby brought out the fact that young adults are harassing the Police Officers.

                        Ferry—with the additional traffic this year maybe we need to have another boat or additional runs like early morning.  The Manager said that one public works employee was laid off to allow an additional ferry employee.  Several members mentioned that we hadn’t budgeted for these increased runs (for additional staff and increased operating costs).  It was decided that the “rules of shuttling “ should be maintained and that the captains enforce the policy of “chains up”.  No motion was made.

                        Oleg Svetlichny made the motion to move the following operating procedure shall be adopted that the members of the Town of Frye Island Executive Committee participate directly in each Board of Selectmen meeting allowing them to make motions, participate in discussion and vote on all appropriate motions, and that the Town Clerk keep specific records on how both the Selectmen and the Executive Committee members vote on each motion as a part of the Selectmen meeting minutes.  Joseph Potts second the motion.  The following Selectmen voted yes Oleg Svetlichny, James Kuiken, Joseph Potts and the Executive Committee members voted yes Mark Thomas, Pat Karpacz, Dick Giggey, and 1 no vote John Crosby.

                        Joseph Potts made the motion to recess the Selectmen’s meeting and James Kuiken second this motion.  Meeting was recessed at 5:55 PM

                        The Selectmen’s meeting was reconvened at  6:06 PM.

PUBLIC HEARINGS: Tax Abatement July 23, 1999 at 5:00PM

                                       Workshop/Selectman’s meeting  July 31, 1999 at 4PM

OLD BUSINESS:      To appoint to the Planning Board and Board of  Appeals; staggered term appointments.

Planning Board appointees are Robert Hannah, Marge Hommel 3 year term, Ed Johnson, Ed Charrette 2 year term, Geoffrey Rice, David Treacey 1 year term and Patricia Meyer as an alternate.  Joseph Potts made the motion to appoint these people to the Planning Board and Oleg Svetlichny second the motion. James Kuiken made the motion to close nominations and Oleg Svetlichny second the motion.  Unanimous vote to close nominations.  The vote on the slate of appointees was unanimous vote by the Selectmen and Executive Committee.

Joseph Potts made the motion to appoint Robert Roberts and Bruce Nisula to a 3-year term to the Zoning Board of Appeals Pat Karpacz second the motion unanimous vote of the Selectmen and Executive Committee.

James Kuiken made the motion to appoint Stan Karpacz and Paul Lyons to a 2-year term to the Zoning Board of Appeals Dick Giggey second the motion. Unanimous vote of the Selectmen and Executive Committee.

Joseph Potts made the motion to appoint Barbara Arranyi to a one-year term to the Zoning Board of Appeals Pat Karpacz second the motion.  Unanimous vote of the Selectmen and Executive Committee.

Responding to the letter from the Board of Selectmen from the Town of Raymond on contributing to the repair of Raymond Cape Road.  Joseph Potts and Victor Richards met with Nathan Poore, Town of Raymond Town Manager and agreed that we would not participate in funding part of the repair for the road.  We did agree to have our deputies patrol Raymond Cape Road. 

 NEW BUSINESS:   

To discuss the recommendation of the Frye Island Fire Department to send a letter to the Boulangers and to set fines for enforcement of the Town Campfire Ordinance.  When the ordinance was established there were no fines as part of the ordinance.  James Kuiken made a motion to set fines of $100.00 for the first offense and $500.00 for each subsequent offense thereafter for burning without a permit.  Oleg Svetlichny second the motion.  Selectmen voted 2 in favor and 1 abstained.  The Executive Committee voted 4 in favor. A letter would be sent to the Boulangers.

Joseph Potts made a motion for an additional early Monday morning ferry ride at 5:45AM and James Kuiken second motion.  3 Selectmen voted against.  The Executive Committee voted 3 against and 1 for.

Joseph Potts made a motion for the Town to enroll with the State to be an agent to sell over 70 years old complimentary resident hunting and fishing licenses.  James Kuiken second the motion.  Six voted in favor and one abstention.

Joseph Potts made a motion to authorize an employee pay raise of 3% for 1999.  James Kuiken second the motion.  Unanimous

Joseph Potts made a motion to authorize 5% pay increase for the Town Manager.  James Kuiken second the motion.  Unanimous.

James Kuiken made a motion to compensate selectmen and Executive Committee with two blue tickets for all meetings attended.  Joseph Potts second.  Unanimous

James Kuiken made a motion to elect Joseph Potts Chairman of the Selectmen Second by Oleg Svetlichny.  Unanimous
