MINUTES OF THE SELECTMEN’S MEETING
MARCH 05, 1999
location of the meeting was the Sheraton Tara Hotel, South Portland, Maine.
Theberge, Frye Island Town Clerk, called the meeting to order at 6:11 P. M.
Present: Selectmen: James Kuiken,
Joseph Potts, Oleg Svetlichny and Victor Richards Town Manager
Attendees: Kathleen Potts, James
O’Connor, Thomas Higgins and Mark Thomas.
Minutes of January 16, 1999 was approved as read.
James Kuiken made the motion to accept and Joseph Potts second the
motion. Motion carried.
Petitions and Communications: Public Works Director’s report was read on
the projects completed and the water system.
Town Managers report on Water System, mapping E911 and zoning. Update
from the Planning Board
application for liquor licenses: Frye
Island Inc., and Frye’s Leap Store & Café.
James Kuiken made the motion to accept the application and Oleg
Svetlichny second. Motion carried.
Clarification of Minutes of October 30, 1998—Appointed Conrad Theberge Tax Collector for 1999 taxes. James Kuiken made the motion for the appointment of Conrad Theberge and Oleg Svetlichny second the motion. Motion carried. Approved the acceptance of General Assistance policy from the State of Maine. James Kuiken made the motion to accept the General Assistance Policy and Oleg Svetlichny Second. Motion carried.
Personnel Policy and Operations Policy – A motion to accept these policies from Frye Island Municipal Services was made by Joseph Potts and Seconded by Oleg Svetlichny. Motion Carried.
Request for construction of Road to access the South End. Discussion took place on creating a road through Personal property owned by Frye Island Inc. and expansion of the current path to Belangers Property at the South End of the Island. Some of the concerns voiced were Fire Emergencies and Medical emergencies. A motion was made by Oleg Svetlichny and Second by Joseph Potts to improve the existing path with gravel that is currently used for road surfaces. Motion carried.
Town and Fire Department – Accountability of Budget Expenditures and Ownership of Property. Discussion on procedures and budget constraints—to allow the Fire Department to have the budgeted amount and spent as needed. Problems with money commingled with funds raised from donations for the purchase of equipment. Accountability would be difficult to ascertain who owns the various pieces of equipment. James Kuiken made a motion to have the Fire Department use purchase orders to purchase items and submit the bills to the Town for payment. Oleg Svetlichny second the motion. Motion carried.
James Kuiken made a motion to adjourn and Oleg Svetlichny second. Motion carried. Meeting was adjourned at 7:25PM
Next meeting is set for Friday May 1, 1999 at 4:00 PM at the Community
Center on Frye Island, Maine
Joseph Potts made the motion for establishing these meeting dates and times. Jimmy Kuiken second the motion and the motion unanimous.
