MINUTES OF THE SELECTMEN’S MEETING
TOWN OF FRYE ISLAND
AUGUST 28, 1998

The location of the meeting was the Frye Island Community Center Building.

Conrad Theberge, Frye Island Town Clerk, called the meeting to order at 8:00 P. M.

Present:  Selectmen Kuiken, Potts, Svetlichny, and Vic Richards-Island Manager

Attendees:  Ernest Wrzesinsky, Steve Persson, Kathleen Potts, Jim O’Connor, Steve Comley, Donald Nolen, Carl Hommel, Paul Bourque, Frederick Mueller

Minutes: Minutes of August 7, 1998 was approved as read. Joe Potts made the motion to accept and Jim Kuiken second the motion. Motioned carried.

Petitions and Communications: Construction of a foundation on Messervey Property has been uncompleted for the past two years. Robert Noble has requested to have this filled in, as it is a hazard. Selectmen decided to send this request to the CEO and then forward it to the Planning Board.

Report of Island Manager:

Ferry Landing on Island:

This past spring with the high water we realized the ramp was canted to the north side of the gantry. We had consulting engineer out and he advised us that the hinges underneath the ramp at the concrete abutment could be misaligned. We had to wait for low water to look at the hinges.

This past week the ramp has once again hung up on the lower phalanges. We have made temporary adjustments. We still must wait for low water to look at the hinges. It also appears that the counterweight on the north side is out of alignment.

What repairs will be necessary is a guess right now.

Town vs. Private Roads

In talking with the Sheriff’s Department, we can either have public roads or private roads governed with Town ordinances. In the former, the Sheriff can write tickets, which are enforced by the District Attorney. In the latter the Sheriff writes Town tickets which are enforced by the Town. With the former, fines go to the Court; with the latter, fines go to the Town.

Raymond Fire and Rescue

Today, Steve Persson and myself met with the Raymond Town Manager and Fire Chief. We discussed Dispatch service, fire response, and emergency medical response.

If you remember, Raymond charged Standish $6,000 last year for these services.

We have agreed in principle to pay $2,000 for Dispatch services. We have agreed in principle that fire response would not be charged, but that the Island would work with and contribute to the purchase of a water safety/emergency boat. Both Raymond and the Island would be responsible for its—upkeep, training, storage, etc...

Medical services are re-imbursed by charges to the patients insurance company. Overhead costs to Raymond Rescue would be paid by a fixed charge per response, billed by the Town of Raymond to the Town of Frye Island. The Town of Frye Island can pass its own ordinance for compensation of these charges.

An initial estimate of total charges based upon the past three years activity would be $200. per response.

Fundraising by the Island for Raymond Rescue could continue as well as for the Frye Island Fire Department.

PUBLIC HEARINGS

OLD BUSINESS: Zoning and Planning Boards

27-98.  Motion to appoint two alternates to the Planning Board. The Motion was made by James Kuiken and Seconded by Joe Potts. Motion carried. Patricia Meyer and Geoffrey Rice were appointed.

28-98.  Motion to appoint an alternate to the Zoning Board of Appeals. The motion was made by James Kuiken and Seconded by Joe Potts. Motion carried. Ed Charrette was appointed to Zoning Board of Appeals.

29-98. Motion to have Selectmen act as Board of Appeals until 12-31-98. Motion made by Joe Potts and James Kuiken second. This motion carried unanimously.

NEW BUSINESS:

30-98. Motion that the town not participate in the RipRap Proposal for West Bluffs. Motion made by Joe Potts and second by Oleg Svetlichny. This motion carried unanimously.

31-98.  Move that effective 9-1-1998 the official address of the Town of Frye Island be—Town of Frye Island, 1Sunset Road, Frye Island, Maine 04071 and that Islanders be told that their cottage address should be changed to their lot number and street name, followed by Frye Island, Me. 04071; the delivery of all mail and parcels will continue to be done to the second floor of the Administration Building. Joe Potts made the motion and Oleg Svetlichny second. This motion carried unanimously.

32-98. Move that the Town Manager request that a U.S. Post Office mail drop box be located on the island in the vicinity of the Administration Building. Joe Potts made the motion. Oleg Svetlichny second. This motion carried unanimously.

33-98. Move that for all information provided to the Selectmen by the Town Manager, The Town Manager should at the same time provide copies to the members of the Frye Island Incorporated (FII) Board of Directors, the members of the Frye Island Municipal Services Corporation (MSC) Board of Trustees, and the members of the Frye Island Executive Committee (when established); it is also requested that these other groups keep the Selectmen uniformly informed in a similar manner. Motion made be Joe Potts and James Kuiken second. Motion carried unanimously.

34-98. MOTION TO ADJOURNJames Kuiken made a motion to adjourn and Oleg Svetlichny second the motion. The motion carried unanimously.
