MINUTES OF THE SELECTMEN’S MEETING
TOWN OF FRYE ISLAND, MAINE
July 4, 1998

The location of the meeting was the Frye Island Administration Building.

The meeting was called to order at 8:10 a.m. by Kathleen Potts, Frye Island Town Clerk.

PRESENT: Selectmen Kuiken, Potts, and Svetlichny, and Vic Richards, Island Manager

ATTENDEES: Carl Hommel and Marge Hommel

MINUTES: Minutes of the May 30, 1998 meeting were approved as read.

PETITIONS AND COMMUNICATIONS: None

REPORT OF ISLAND MANAGER: Vic Richards reported that the Independence Celebration is going as scheduled, with extensive ferry traffic. The Town has been advised that a General Assistance ordinance will be required per State statutes. Appointments for Town Clerk and Town Manager must be made.

NEW BUSINESS:

10-98 ELECTION OF CHAIRMAN OF BOARD OF SELECTMAN

Oleg Svetlichny nominated Joe Potts for a one-year-appointment as Board of Selectman Chairman; Jim Kuiken seconded the motion. Joe Potts was elected unanimously.

FEE SCHEDULE

11-98   DOUBLE FEES

Jim Kuiken moved that double building permit fees be assessed if work, which would have otherwise been legal, is done without a building permit. Joe Potts seconded the motion. The motion carried unanimously.

12-98 BUILDING PERMIT FEES

Joe Potts moved that the Building Permit subsystem and System Components of the Standish fee schedule be accepted as the initial set of fees for the Town of Frye Island. Oleg Svetlichny seconded the motion. The motion carried unanimously.

13-98 APPOINTMENT OF TOWN OFFICIALS

Jim Kuiken moved, Joe Potts seconded, and the motion passed unanimously to appoint Town Officials for one year terms as follows:

Jerry Daigle Tax Assessor, Code Enforcement Officer and Plumbing Inspector

Conrad Theberge Registrar of Voters, Tax Collector (includes personal property,) License Collector (includes boats, automobiles, & fishing,) and Town Clerk

Vic Richards Town Manager

Gregory Tedford Treasurer

14-98 PURCHASE OF LIABILITY INSURANCE

A motion to purchase liability insurance covering Town officials through the Maine Municipal Association was made by Joe Potts and seconded by Oleg Svetlichny. Motion carried unanimously.

15-98 APPOINTMENT OF CHARTER COMMISSION

Joe Potts moved that Patricia Karpacz, Mark Thomas, and Fritz Mueller be appointed to the Charter Commission (to join those previously elected - Andy Broaddus, Watson Clark, Carl Hommel, Herman Faulk, Joe Potts, and Oleg Svetlichny). Oleg Svetlichny seconded the motion; motion carried unanimously.

16-98 APPOINTMENT OF PLANNING BOARD

Jim Kuiken moved that the following be appointed to a one-year term on the Planning Board, with those elected to choose the Chairman and Alternate: Kathy Bacastow, Paul Bourque, Penelope Decker, Robert Hannah, Marge Hommel, and Ed Johnson. Joe Potts seconded the motion; motion passed unanimously.

17-98 APPOINTMENT OF BOARD OF APPEALS

Joe Potts moved that the following be appointed to a one-year term on the Board of Appeals, with those elected to choose the Chairman and Alternate: Bobbie Aranyi, Stan Karpacz, Paul Lyons, Paul Peterson, Bruce Nisulla, and Bob Roberts. Oleg Svetlichny seconded the motion; motion passed unanimously.

18-98 FUTURE MEETING DATES

A motion to set future dates as follows was made by Joe Potts and seconded by Jim Kuiken: August 7, August 28, September 25, and October 30, with meetings to begin at 8:00 p.m. Motion carried unanimously.

19-98 AUTHORIZATION OF PAYMENT TO SAD-6

It was moved by Joe Potts and seconded by Oleg Svetlichny that the Town Treasurer be authorized to sign a check payable to SAD-6 to cover the July payment as billed. Motion carried unanimously.

20-98 OFFICIAL PUBLICATION

Joe Potts moved that the Frye Island News Service (FINS) be recognized as a local newspaper on Frye Island, and that it be used for the purpose of official announcements by the Town of Frye Island. Jim Kuiken seconded the motion; motion carried unanimously.
