The location of the meeting was the Charlie Beiggs Restaurant, North Windham, Maine.
The meeting was called to order at 10:00 a.m. by Kathleen Potts, Frye Island Town Clerk, at 10:00 a.m.

MINUTES: Minutes of the February 28, 1998 Town Meeting were approved as corrected:
Article 3: To vote by ballot on the following: "Elect selectmen for five positions to serve until the first Town Meeting of the town of Frye Island, July 3, 1998"
In order to be in compliance with MRSA Title 30A, as directed by Standish Town Clerk, Mary Chapman, nominations for the five Selectman positions were taken from the floor and Absentee Ballots were not counted. Each Selectman received a majority vote by written ballot as follows:
1) Fogg (13), Wrzesinsky (1), Tedford (2)
PETITION AND COMMUNICATIONS: It was agreed by consensus that the people and public shall be allowed to speak at Selectmens meetings.
REPORT OF ISLAND MANAGER: Vic Richards distributed a list of potential issues facing the Town after July 1, 1998. Following after a visit to the island on March 13 with representatives of Central Maine Power, he reported that approximately 100 electrical service lines have been impacted by the ice storm; it shall be the responsibility of individual owners to contact electricians. Our representation on the SAD 6 School Board was determined by the State of Maine. Frye Island will have one vote on the SAD 6 Board; the proposed school budget approval is determined by Town vote. Frye Island will pay approximately $16,000, the first half of Cumberland County taxes due, on October 29. He is currently investigating trash disposal sites and transfer stations.

CLARIFICATION OF ADOPTION OF TOWN ORDINANCES
The Selectmen reviewed the Town Meeting decision to adopt Standish Town Ordinances until July 3, 1998.
01-98 ELECTION OF CHAIRMAN OF THE BOARD OF SELECTMEN
Joe Potts was nominated by Greg Tedford; the nomination was seconded by Oleg Svetlichny. The title of the position was clarified to be First Selectman. Mr. Potts was elected First Selectman by a unanimous show of hands, 5-0.
02-98 TOWN CHARTER
Joe Potts moved that the Selectmen, by order, will provide at the Annual Meeting on July 3, 1998 for the establishment of a Charter commission to adopt a new municipal charter and to elect charter commission members. The Warrant shall read:
"Shall a Charter Commission be established for the purpose of revising the Municipal charter or establishing a New Municipal Charter?"
Oleg Svetlichny seconded the motion. The motion passed by a unanimous show of hands, 5-0.
03-98 APPOINTMENT OF TOWN ASSESSOR
Oleg Svetlichny moved that until such time as the legislative body of the Town of Frye Island determines whether a single assessor shall be appointed, the Selectmen will contract for assessor services with the Assessor who is hired by the Frye Island Municipal Services Corp. during the transition period of administration of Frye Island between Frye Island MSC and the Town of Frye Island. The motion was seconded by Joe Potts.
Dave Lowe moved to amend the motion to read, "...Assessor/Code Enforcement Officer...." Bob Fogg seconded the motion to amend. The motion to amend passed by unanimous show of hands, 5-0.
The motion passed as amended by unanimous show of hands, 5-0.
04-98 SCHEDULE OF SELECTMEN MEETING
The next Selectmen meeting is scheduled for Saturday, May 2, in the Island Administration Building, to run in sequence with the scheduled MSC and FII meetings. All Selectmen are invited to attend the MSC and FII meetings scheduled for 9:00 a.m. on March 28 in Marlborough, Massachusetts.
