MINUTES OF THE SELECTMEN'S MEETING

WITH BIT EXECUTIVE COMMITTEE PARTICIPATION

 

TOWN OF FRYE ISLAND

 

SEPTEMBER 2, 2005

 

The location of the meeting was the Community Center, Town of Frye Island

 

The meeting was called to order at 7:03 PM by James Kuiken

 

Selectmen:  James Kuiken, Brian Walker, John Nun

 

BIT Executive Committee:  Bruce Nisula, Jim O'Connor, Joe Potts, Debbie Anthony,

OLD BUSINESS

 

Water System - The specified filters for the water system are being changed daily at an 80,000 gallon per day water consumption - what will happen during July when there is a 500,000 gallon per day water consumption?

 

The 2006 budget for filters will have to be increased from $35,000.00 to $50,000.00 to cover estimated cost of filters.

 

The installation of a Multi Media Filter would cut the usage of filters by at least

50% if installed.

 

MOTION to expend up to $47,000.00 from the Island Improvement Reserve Account to purchase and install the Multi Media Filter made by James Kuiken and seconded by John Nun - Unanimous

 

 

PETITIONS & COMMUNICATIONS

 

Suzanne Fantasia, Lot 209, requested to place rocks on beach property as buffer between Lot 209 and beach.  The diagram and request will be turned over to the Beach Committee for review.

 

All of the Section Maps are now on line.

 

Wadkins Farm has requested to sell fresh produce on the Island.  The Island does not have a Victualer‘s Ordinance but agree that the selling of fresh produce on the Island is a good idea.

 

 

NEW BUSINESS

 

Growth Permit Ordinance Review - Paul White reported on the responses that were received from the Growth Permit Questionnaire that was mailed to Growth Permit Application holders and placed in the FINS.  Paul White recommended that the one of two things should be done - either keep the ordinance as is or throw out but do not modify the ordinance.

 

MOTION to leave the Growth Permit Ordinance as is made by Joe Potts and seconded by Bruce Nisula - Unanimous

 

Beach #10 - John Crosby and Paul White reported that the Scheissers, Lot 279, have encroached on Beach 10 property by placing 15 large boulders on said property and cutting of at least 2 trees that were on Town property.

 

MOTION to fine the Scheissers $500.00 which will be reduced to $200.00 if trees have been replanted and rocks removed in 10 working days.  The trees will be checked in 1 year to see if they are growing - if not fast growing trees will be replanted until they do grow made by John Nun and seconded by Brian Walker - Unanimous

 

MOTION to change Shoreview Circle to Emerald Point Drive made by James Kuiken and seconded by Brian Walker - Unanimous

 

Ferry - discussion on hours that heavy equipment may use the ferry.

 

MOTION to allow heavy equipment on the ferry until 6:00 PM on Monday, Tuesday, Wednesday, and Thursday - 3:00 PM on Friday except until 12:00 PM on Friday of Columbus Day weekend and not on Monday of Columbus Day weekend made by James Kuiken and seconded by Brian Walker - Unanimous

 

 

BUDGET REVIEW

 

Public Works - reduce Water Supplies from $35,000.00 to $20,000.00

 

Overlay - reduce the amount from $15,000.00 to $10,000.00

 

MOTION to purchase Willis Property using  $275,000.00 from Fund Balance and by replacing it with $20,000.00  for 20 years from operating funds made by James Kuiken and seconded by Brian Walker - Unanimous

 

Add line item Willis Purchase for $20,000.00 in expense column.
