MINUTES OF THE SPECIAL SELECTMEN'S MEETING

 

TOWN OF FRYE ISLAND

OCTOBER 29, 2004

  

The location of the meeting was the Administration Building, Town of Frye Island

 

The meeting was called to order at 6:00 PM by James Kuiken

 

Selectmen:  James Kuiken, Bob Roberts, Dave Decker

BIT:  Pat Karpacz, Grace Morin, Jim O'Connor, Bruce Nisula

Town Manager:  Wayne Fournier

Tax Assessor:  Richard Main

 

Richard Main, Tax Assessor, presented the 2004 Municipal Tax Rate Calculation

Form and explained how the form is completed.  The State of Maine allows a

maximum of 5% overlay above the tax commitment that was voted upon at the Town Meeting.  This overlay can be used for tax abatements, unforeseen expenses, and the amount that is not spent goes into Fund Balance.

 

The 2005 Town Budget has a line item of $2,000.00 for tax abatement and has

Designated reserve accounts for unforeseen expenses.

 

James Kuiken stated that if an overlay is needed it should be presented at the

Town Meeting and let the voters approve it.

 

MOTION to set the mil rate of $17.04 per thousand for the 2005 tax year was

Made by Bob Roberts and seconded by Dave Decker - Unanimous

 

A proposal for engineering drafted by Gagnon Engineering, Inc. for repairs to the

ferry landings was presented by Wayne Fournier.

 

MOTION to spend up to $15,000.00 from Ferry Reserve for Gagnon Engineering,

Inc. to prepare structural evaluations & ramp bearing repairs and ramp apron &

counterweight improvements made by Bob Roberts and seconded by Dave Decker -

Unanimous

 

Bob Roberts asked Wayne to contact Gagnon Engineering, Inc. and see if we can come to an agreement of not to exceed $12,000.00 for this work.

 

There will be a meeting with the SCADIA supplier on Monday, November 8, 2004

at the Maintenance Building.
