MINUTES OF THE SELECTMEN'S MEETING

WITH BIT PARTICIPATION

 

TOWN OF FRYE ISLAND

OCTOBER 1, 2004

 

 

The location of the meeting was the Community Center, Town of Frye Island

 

The meeting was called to order at 7:04 PM by James Kuiken

MOTION to accept the minutes of the September 19, 2004 Selectmen's Meeting

made by James Kuiken and seconded by Bob Roberts - Unanimous

 

MOTION to accept the minutes of the September 25, 2004 Selectmen's Meeting

made by James Kuiken and seconded by Bob Roberts - Unanimous

 

FERRY TICKET REVENUES

As of September 29, 2004        Discount           $ 170,309.00

PETITIONS & COMMUNICATIONS

Joe Potts stated that he would like to see a comparison of budget expenses to

budget amounts.

 

Voter Registration Clarifications:

 

     1.  If the same person or persons own more than one cottage on the Island, they

          will be eligible to receive a maximum of two BIT votes.

 

     2.  If a property owner has multiple cottages on a single lot, they will be eligible

          to receive a maximum of two BIT votes.

 

     3.  If a property owner has a bunk house (a building that has one or more

          bedrooms, one or more bathrooms, no full kitchen) will be eligible for no

          BIT votes.

 

     4.  Since Frye Island has no official occupancy permit process, a cottage that is

          being built will be for a maximum of two BIT votes when the property is

          placed on the grand list.

 

Carl Hommel suggested that the Charter Amendments be placed on the Town

Warrant first to allow second person to vote at the Town Meeting.  The second

person would not be able to vote until the next meeting so the Warrant will remain

as is.

 

Received a letter from Dennis Stafford concerning the Tennis Courts at the

Community Center.  Dennis suggested that a drainage ditch be installed to divert

run-off away from tennis courts and to drill test holes on court #2 to test the

substructure, budget $5,000.00 to $7,000.00 to repair court #2 if the sub-

structure tests OK, and to establish a tennis court maintenance reserve, allocating

$20,000.00 annually until a balance to rebuild/resurface the tennis courts is

reached.

GOLF COMMITTEE

Path to left of the 1st hole has some household debris that needs to be removed.

 

There is a scheduled work day on Sunday, October 3, 2004.

MARINA COMMITTEE

The docks at the marina will be removed October 30, 2004.

 

The docks at the marina were last waterproofed 3 years ago, check to see if

waterproofing needs to be done and replace loose nails with screws.

RECREATION COMMISSION

No report

OLD BUSINESS

Ferry Haul Out - check the voltage going to the break when the Ellie Corliss

is put back in the water and Leisure Lady II is pulled on Saturday, October 2, 2004.

 

Water System - [poured the frost wall on Friday, October 1, 2004 and will remove

forms on  Monday October 4, 2004.  The floor is scheduled to be poured on

October 11, 2004.  The 8" water main has been installed to Independence but the

connections to the existing water piping have not been made.  There is a meeting

on Thursday, October 7, 2004 with AE Hodsdon and Zachau Construction at

10:00 AM.

 

MOTION to award contract to install 8" water main from Independence to High

Point along with the necessary tie-ins in the amount of Seventy Six Thousand One

Hundred Fifty ($76,150.00) Dollars made by Bob Roberts and seconded by James

Kuiken - Unanimous

FERRY PAINTING

The Ellie Corliss has been painted and is scheduled to go back in the water

on Saturday, October 2, 2004.  Leisure Lady II will be pulled on Saturday,

October 2, 2004 and will be painted this fall.

 

MOTION to accept the Yacht Club Operations Policy as submitted made by

James Kuiken and seconded by Bob Roberts - Unanimous

NEW BUSINESS

Handicapped Accessibility - received a bid from Zachau Construction in the amount

of $64,000.00 to install a handicapped ramp to the Administration Building and

an adder of $1,800.00 to install a door in the hallway leading to the main office area.

 

Warrant - Ferry Fees, Appendix A, Delete extended cab pick-up, delete the word

                 STD from pick-up, add 9 passenger van - $20.00, add greater than 9

                 passenger van - $40.00, and add 9 passenger van to discount schedule -

                 $10.00

 

MOTION to accept the warrant as presented with the changes made to Appendix A,

Ferry Fee Schedule, made by James Kuiken and seconded by Bob Roberts -

Unanimous
