MINUTES OF THE SELECTMEN'S MEETING

WITH BIT PARTICIPATION

 

TOWN OF FRYE ISLAND - MAY 30, 2004

 

The location of the meeting was the Community Center, Town of Frye Island

 

The meeting was called to order at 7:05 PM by James Kuiken

Selectmen:  James L. Kuiken, Robert Roberts, Dave Decker

 

BIT:  Pat Karpacz, Dick Giggey, Grace Morin, Jim O'Connor

 

Treasurer:  Carl Hommel

 

Town Manager:  Wayne Fournier

MOTION to recess Selectmen Meeting until the finish of FII Meeting made by

James Kuiken and seconded by Bob Roberts - Unanimous

 

Reconvened Selectmen's Meeting at 8:00 PM

 

MOTION to accept the Minutes of the May 1, 2004 Selectmen's Meeting as

amended to read that the $13,000.00 for the new slips at the Marina will come from

the Yacht Club Rental Reserve Account made by James Kuiken and seconded by

Bob Roberts - Unanimous

 

FINANCIALS:

 

Will review April, 2004 financials and meet with Wayne and Calvin to discuss new

format as presented.

 

Signed Check Warrants

 

Financials have to be forwarded at least one week prior to monthly Selectmen

Meetings

 

GOLF:

 

Table approving Golf Policy until after the July, 2004 Town Meeting

 

Wayne to interact with the Golf Committee for employee duties and direction

 

MOTION to expend up to $1,500.00 from the Golf Reserve Account for blue stone

to finish the parking lot and outdoor furniture made by James Kuiken and

seconded by Bob Roberts - Unanimous

 

MOTION to expend up to $3,000.00 from the Golf Reserve Account to purchase

and install new rugs in the Lounge and Pro Shop made by James Kuiken and

seconded by Bob Roberts - Unanimous

 

MARINA:

 

Marina Committee met on May 30, 2004

 

Marina Committee does not feel that the Marina as a whole is being treated equally

with other departments, Golf, etc.

 

Marina Committee to take active role in policing Marina

 

Budget for the Marina from the Marina Committee has be presented to the Town

Manager early in the budgeting process

 

There is a total of $8,000.00 for improvements at the Marina and Quail Circle

in the 2004 Budget

 

RECREATION:

 

Recreation Commission met on May 30, 2004

 

MOTION to change fee schedule in June, 2003 Policy from $25.00 per hour to

read 10% of all monies collected made by James Kuiken and seconded by

Bob Roberts - Unanimous

 

Cleaning of the Administration Building will not take place until the construction

has been completed

 

An offer has been made to Nicole Wagner for the position of Recreation Director

 

The terms of Phil Perry and Andrea Sansonetti expire and wish to be reappointed

 

Recreation Commission will be appointed at the June 19, 2004 Selectmen Meeting

 

MANAGER'S REPORT:

 

Ferry Haul Out Facility -

 

MOTION that the Town of Frye Island, through attorney, will send Kleinschmidt

a letter giving them ten (10) days to start work on the redesign of Haul Out System

or a law suit will be started made by Bob Roberts and seconded by James Kuiken -

Unanimous

 

Administration Building Repairs -

 

The repair work is ongoing

 

Water System Upgrade -

 

Wayne to contact Hodsdon and insist on date the bidding documents will be ready

 

Marina Slips -

 

Slips to be installed the 1st week of June, 2004

 

Community Center Structural Repair -

 

Waiting for engineer's drawings

 

Ferry Policy -

 

Update policy as recommended at May 1, 2004 Selectmen's Meeting so the Policy

can be approved

 

Fire Works -

 

Sate Fire Marshall has approved the site and Maria Charette to collect donations

 

Travel Expenses -

 

Travel expenses will be reimbursed to employees at the IRS rate

 

Police Dispatching -

 

Contract for Cumberland County is $3,200.00 - create a new line item in the

budget for this account

 

PETITIONS & COMMUNICATIONS FROM THE PUBLIC:

 

Oleg Svetlichney, School Board Director, made presentation on SAD #6 budget

and explained the referendum articles that appear on the June 8, 2004 ballot

 

SAD #6 will have a new Adult Education Director this summer

 

Carl Hommel made a suggestion to take down the No Parking signs on the

north side of Ferry Approach Road and replace them with No Parking on

Pavement signs

 

Carl Hommel suggested that the No Parking Between Signs signs be put back

in their proper place - the signs were moved for construction of the Haul Out

Facility

 

NEW BUSINESS:

 

The 7 yard dump truck for Public Works Department has been purchased

 

Handicapped access to the Administration Building will be discussed at the

July, 2004 Selectmen Meeting

 

Ferry Fees - Septic Trucks will pay ferry fee

 

                     Only property owners with construction vehicles can use yellow tickets,

                     all others to use orange tickets

 

Transfer Station Fees -

 

Fees will be established to present at a Public Hearing on June 19, 2004 at a

Special Selectmen's Meeting being held on June 12, 2004.

 

Building Permits -

 

A Building Permit Ordinance will be drafted to present at a Public Hearing on

June 19, 2004 at a Special Selectmen's Meeting being held on June 12, 2004

 

MOTION to go to Executive Session made by James Kuiken and seconded by Bob Roberts - Unanimous

 

Returned from Executive Session - discussed personnel issues

 

MOTION to forgive Cappy the second half of 2004 property taxes for services

provided to PWD made by Bob Roberts and seconded by Dave Decker -

Unanimous

 

MOTION to appoint Carl Hommel as Town Treasurer for the term expiring

June 30, 2005 made by James Kuiken and seconded by Bob Roberts -

Unanimous

 

MOTION to adjourn at 12:05 AM made by James Kuiken and seconded by

Bob Roberts - Unanimous
