MINUTES OF THE SELECTMEN'S MEETING

WITH BIT PARTICIPATION

 

TOWN OF FRYE ISLAND - MAY 1, 2004

 

The location of the meeting was the Administration Building, Town of Frye Island

 

The meeting was called to order at 9:05 AM by James Kuiken

Selectmen:  James Kuiken, Bob Roberts, Dave Decker

 

BIT:  Pat Karpacz, Dick Giggey, Grace Morin

 

Town Manager:  Wayne Fournier

MOTION to accept the minutes of the March 27, 2004 Selectmen's Meeting made

by James Kuiken and seconded by Dave Decker - Unanimous

 

FINANCIALS

 

The financial statements were passed out at the meeting, will review.

 

Signed check warrants, will now be signing payroll check warrants since payroll is

an in house operation

 

GOLF

 

MOTION to purchase a Kubota Tractor on a lease/purchase agreement for

$21,780.00 coming from the Golf Reserve Account with payments of $6,534.00

in 2004, 2005, 2006 and $2,178.00 in 2007 made by Dave Decker and seconded

by James Kuiken. 

     AYE - Kuiken, Roberts, Decker, Giggey

     Abstain - Karpacz, Morin

 

     Motion Carries

 

Motion to expend up to $2,000.00 from the Golf Reserve Account to repair the

roof on the Jed Shed made by James Kuiken and seconded by Dave Decker -

Unanimous

 

MARINA

 

Docks in the Marina are scheduled to be installed May 2, 2004

 

Wayne to check on beaver damage at Quail Circle and replace culvert between

retention pond and lake.

 

MOTION to expend up to $13,000.00 from the Marina Rental Reserve Account to add five (5) new docks (ten (10) slips) at the Marina made by James Kuiken and

seconded by Dave Decker - Unanimous

 

Yacht Club Policy - wait until after the July Town Meeting to make any changes

 

RECREATION

 

Four (4) Exit, two (2) Exit/Emergency, and two (2) outside wallpacks will have to

be added to the Community Center project.

 

Sheetrock, woodwork, painting, and structural repair prices are needed for the

Community Center, work to be completed by July 1, 2004

 

PETITIONS AND COMMUNICATIONS

 

Jeff Snow expressed concerns about the Heavy Equipment Ferry Schedule and

what it does to new construction on the Island.

 

MOTION to change the Heavy Equipment Ferry Schedule as follows made by

James Kuiken and seconded by Dave Decker:

 

     Off Season 8:00 AM to 4:00 PM Monday thru Thursday

                        8:00 AM to 2:00 PM Friday

 

     High Season 8:00 AM to 2:00 PM Monday thru Thursday

 

Motion passed unanimously

 

 

OLD BUSINESS

 

Emerald Point - received check for Septic Permit Agreement

 

Ferry Haul Out Facility - received a price from Kleinschmidt for $14,400.00 to

add rollers to carriage and $4,100.00 for additional Engineering fees.  Agreed to

split the cost of the rollers with Kleinschmidt and for Wayne to negotiate the

Engineering fees.

 

Administration Building - Work to begin on May 4, 2004 to repair the footings

 

Water System - Bid package not ready by May 1, 2004, bid package to be ready

May 15, 2004

 

 

NEW BUSINESS

 

Fire Works - Wayne to check with Fire Marshall to see if McGregor's house

is to close to Marina

 

Pat Karpacz to speak with Maria Charette to start fund raising

 

Department of Public Works

 

MOTION to expend up to $12,000.00 from the Equipment Reserve Account to purchase a 7 yard dump truck and fix the old pick-up or replace it with a used

pick-up made by James Kuiken and seconded by Dave Decker - Unanimous

 

Ferry - CMP, Telephone, Gas, Emergency Vehicles, Island Employees, and

Store Employees (with complimentary ticket) are the only people to ride the

ferry for free.

 

Ferry Policy suggestions - Section M - Mates should collect fees

                                            Section S   - 9 vehicle maximum should be changed to

                                                                 Captain's discretion

 

Tax Abatements - Richard Main is handling the abatements and no appeals have

been applied for as of May 1, 2004

 

SAD 6 - Public Hearing for the School Budget will be held at the Community

Center on May 29, 2004 at 9:00 AM

 

Grace Ward, SAD 6 Superintendent, will be retiring after school year

 

MOTION to go to Executive Session made by James Kuiken and seconded by

Dave Decker - Unanimous

 

Returned from Executive Session - discussed personnel

 

The May 22, 2004 BOS/BIT Meeting will be rescheduled for May 30, 2004 at

7:00 PM in the Community Center
