MINUTES OF THE SELECTMEN'S MEETING

WITH BIT PARTICIPATION

 

TOWN OF FRYE ISLAND

 

DECEMBER 6, 2003

 

The location of the meeting was the Holiday Inn Express, Saco, ME

 

The meeting was called to order at 9:30 AM by James Kuiken

 

Selectmen:  James Kuiken, Bob Roberts, Dave Decker

 

BIT:  Pat Karpacz, Dick Giggey, Jim O'Connor

 

Town Manager:  Wayne Fournier

 

MOTION to accept the minutes of the October 11, 2003 Town Meeting as amended

made by James Kuiken and seconded by Bob Roberts - Unanimous

 

MOTION to accept the minutes of the October 18, 2003 Selectmen's Meeting made

by James Kuiken and seconded by Bob Roberts - Unanimous

 

FERRY HAUL OUT FACILITY

 

MOTION to pay Atlantic Mechanical, Inc. the amount agreed upon in the

Settlement Agreement after both Town of Frye Island and Atlantic Mechanical

sign agreement made by Bob Roberts and seconded by Dave Decker.

 

     YEA - James Kuiken, Bob Roberts, Dave Decker, Jim O'Connor

     NAY - Dick Giggey

     Abstained - Pat Karpacz

 

The retainage will not be paid until the punch list is completed and the money held

for shop drawings will not be paid until the shop drawings are received.

 

FERRIES:

 

MOTION to expend up to Forty Thousand ($40,000.00) Dollars from the Ferry Reserve Account for rebuilding ferry engines and replacing transmissions made

by Bob Roberts and seconded by Dave Decker - Unanimous

 

The rudder and props on Leisure Lady are being replaced at the present time.

 

PERSONNEL

 

Wayne has informed the Board of Selectmen that Bill Foye, Code Enforcement

Officer, and Bob Tripp, Assessor, have resigned.  Wayne has stated that Richard

Main will act as Assessor for revaluation purposes.

 

SAD #6

 

A letter has been written to Kathryn Amesworth, special advisor to Governor

Baldacci, explaining our situation with SAD #6.

 

TOWN PROPERTIES

 

Wayne stated that there will be some fees associated with Title Searches and

closing costs for lots 1159, 1545, and 1868 which were donated to the Town of

Frye Island.

 

IMPACT FEE ORDINANCE

 

Wayne to get legal opinion on the legality of the Impact Fee Ordinance before

any fee amounts are decided upon.

Roberts - Unanimous
