MINUTES OF THE SELECTMEN'S MEETING

WITH BIT PARTICIPATION

 

TOWN OF FRYE ISLAND

 

OCTOBER 18, 2003

  

The location of the meeting was the Administration Building, Town of Frye Island.

 

The meeting was called to order at 9:06 AM by James Kuiken.

 

Selectmen:  James Kuiken. Bob Roberts, Dave Decker

 

BIT:  Pat Karpacz, Dick Giggey, Grace Morin, Jim O'Connor

 

Town Manager:  Wayne Fournier

 

MOTION to accept the minutes of the September 20, 2003 Selectmen's Meeting

made by Bob Roberts and seconded by Dave Decker - Unanimous

 

MOTION to accept the minutes of the September 27, 2003 Special Selectmen's

Meeting made by Bob Roberts and seconded by Dave Decker - Unanimous

 

MOTION to accept the minutes of the October 4, 2003 Special Selectmen's

Meeting made by Bob Roberts and seconded by Dave Decker - Unanimous

 

MOTIION to accept the minutes of the October 11, 2003 Town Meeting as

amended made by James Kuiken and seconded by Bob Roberts - Unanimous

(Amendment - Article 3 in BIT Meeting, Motion to amend Article #3 to state

the $20.00 ferry fee will begin in 2004 made by John Crosby and seconded by

Ed Charette - Amendment passes 1 no vote)

 

FINANCIALS

 

Signed Check Warrant

 

The Yacht Club and Golf Course do not have line items in the budget for property

taxes - the taxes for the Golf Course and the Yacht Club are being paid for by

Frye Island, Inc.

 

GOLF COMMITTEE

 

Mucking out pond on hole #2 - $3,500.00

 

Installing culvert at hole #6 - the cost to be split between the Town and the Golf

Course

 

MARINA COMMITTEE

 

Quail Circle - a diver has done milfoil removal and will return in November to

do survey, weather permitting

 

Docks to be removed November 1, 2003 at Marina

 

New ramp at the Marina has been ordered

 

Reviewed minutes of the June 20, 2003 Joint Meeting , and recommendations

Will be forthcoming

 

RECREATION COMMITTEE

 

The annual report has been published

 

Fee schedule for use of the Community Center was discussed

 

PETITIONS AND COMMUNICATIONS FROM THE PUBLIC

 

Nancy Fournier - Has anything been done with SAD #6 withdrawal?

                             Will be working on withdrawal this winter

 

Dick Norris - Installation of cameras on Mainland Ferry Terminal for security -

                       Ernie Wrzesinsky working on grant

 

Ernie Wrzesinsky - Norm working out well as brush dump attendant

 

OLD BUSINESS

 

Ferry Haul Out Facility - Discussion with Len Langer on October 17, 2003 to

                                          finalize settlement

 

                                          Len Langer to start proceedings against Kleinschmidt

 

Septic Systems - The Town will no longer be in the business of doing septic

                             system excavations or co-ordination

 

Painting of Ferries - work will be done shortly

 

Administration Building - Preliminary drawings were received on October 17, 2003,

                                           bid package to be ready at the end of next week

 

Community Center Repairs - The repair of the two supports will be packaged with

                                                 the Admin Building repair

 

                                                 The rotted beam will be put out to bid to a Carpenter/

                                                 Construction Co. next spring

 

                                                 The lights have not yet been installed

 

SAD #6

 

Have spoke to Don Willard, Raymond's Town Manager, nothing has been done

in Raymond with the Selectmen.

 

Impact Fee

 

Impact fee schedule will be worked on over the winter, send Impact Fee Ordinance

to Town Council to check on legality of ordinance

 

NEW BUSINESS

 

MOTION to accept lot 1868 as a gift to Town of Frye Island made by James

Kuiken and seconded by Bob Roberts - Unanimous

 

Cemetery - Land use Ordinances prohibit cemeteries in the Town of Frye Island

 

Winter Meeting Schedule - December 6, 2003;  January 24, 2004; 

                                              February 21, 2004;  March 20, 2004

 

December 6, 2004 will be a joint meeting on operations

 

MOTION made by James Kuiken and seconded by Bob Roberts to set a fee of

$50.00 for Growth Application Fee - Unanimous

 

MOTION made by James Kuiken and seconded by Bob Roberts to spend up to

$1,560.00 from the Fire/Safety Reserve Account for installation of Lightning

Arresters at the Fire Barn- Unanimous

 

MOTION made by James Kuiken and seconded by Bob Roberts - The Technical

Committee of the Town of Frye Island Fire Department will draft a specification
package for new fire truck for procurement by Town Manager - Unanimous
