MINUTES OF SPECIAL SELECTMEN'S MEETING

WITH BIT PARTICIPATION

 

TOWN OF FRYE ISLAND

OCTOBER 4, 2003

 

 

The location of the meeting was the Community Center, Town of Frye Island

The meeting was called to order at 9:10 AM by James Kuiken.

Selectmen: James Kuiken, Bob Roberts Dave Decker
BIT: Dick Giggey, Grace Morin, Jim O'Connor
Treasurer: Carl Hommel
Town Manager: Wayne Fournier

PUBLIC HEARINGS:

  1. Civil Emergency Management and Preparedness Ordinance

    Fritz Mueller presented the ordinance and gave an explanation as to why and how the ordinance is needed and implemented.

    MOTION to place the Civil Management and Preparedness Ordinance for the Town of Frye Island on the Warrant for October 11, 2003 Town Meeting made by James Kuiken and seconded by Dave Decker - Unanimous
     

  2. Impact Fee Ordinance

    James Kuiken presented the Impact Fee Ordinance and Impact Fee Schedule and explained how the fee schedule was arrived at.

    MOTION to place the Impact Fee Ordinance for the Town of Frye Island without the Impact Fee Schedule on the Warrant for the October 11, 2003 Town Meeting made by James Kuiken and seconded by Bob Roberts - Unanimous

BUDGET:

MOTION to place the budget as amended with a mil rate of $16.07 if higher ferry ticket prices are approved and a mil rate of $16.34 if current ferry ticket prices are maintained on the Warrant for the October 11, 2003 Town Meeting made by James Kuiken and seconded by Bob Roberts - Unanimous

TOWN MEETING WARRANT:

MOTION to approve the Warrant for the October 11, 2003 Town Meeting as amended made by James Kuiken and seconded by Dave Decker - Unanimous

NEW BUSINESS:

1. MOTION to approve the Marina/FII board recommendation on number of general rental slips made by Bob Roberts and seconded by James Kuiken - Unanimous

2. MOTION to authorize Wayne to spend up to $1500.00 for ultrasound of ferry hull made by Bob Roberts and seconded by James Kuiken   Unanimous

MOTION to adjourn meeting made by Bob Roberts and seconded by Dave Decker - Unanimous
