MINUTES OF SPECIAL SELECTMEN'S MEETING

WITH BIT PARTICIPATION

 

TOWN OF FRYE ISLAND

AUGUST 2, 2003

 

The location of the meeting was the Community Center, Town of Frye Island

 

The meeting was called to order at 9:10 AM by James Kuiken

 

Selectmen:  James L. Kuiken, Robert Roberts, Dave Decker

 

BIT:  Pat Karpacz, Dick Giggey, Grace Morin, Jim O'Connor

 

Treasurer:  Carl Hommel

 

Town Manager:  Wayne Fournier

 

REVALUATION:

Bob Tripp, Tax Assessor, stated that the revaluation was complete.  Letters would be going out to property owners with the new evaluations next week.  The grand list will be on the website next week.  The new evaluation for Town is $87,000,000.00. Some questions were asked concerning the amount of school taxes the Town of Frye Island would have to pay with the increase in evaluation.

SECURITY:

To receive information from the State Police the procedure will have to be customized for First Response Security.  Wayne reported that this might possibly take place this coming week.

PLANNING BOARD ALTERNATES:

Motion by James Kuiken and seconded by Bob Roberts to appoint Tom Burgess as an Alternate to the Planning Board (term expires 6/30/04) - Unanimous

 

Motion by James Kuiken and seconded by Bob Roberts to appoint Paul Peterson as an Alternate to the Planning Board (term expires 6/30/04) - Unanimous

LOTS 43 & 44 - CARMEN BYRNES:

Motion by James Kuiken and seconded by Bob Roberts to accept the consent agreement prepared by Carmen Byrnes with the amount of $50,000.00 inserted in the blank space.  Motion failed by a 2 to 1 vote YEA - James Kuiken   NAY - Bob Roberts & Dave Decker BIT - Motion failed unanimously

EMERALD POINT:

Motion by Bob Roberts and seconded by Dave Decker to accept the Septic Permit Agreement presented by Stephen J. & Elizabeth A. Harvey (Emerald Point) - Unanimous

ADMINISTRATION BUILDING:

Wayne to have meeting with John MacGregor and structural engineer on Wednesday, August 6, 2003, to discuss preparing a bid package for replacing the foundation of the Administration Building.

INFRASTRURE:

Need to come up with short term and long term programs to remedy the problems that exist with the ferries, water system, and buildings.  There will be a Public Hearing at the August 23, 2003 Selectmen's Meeting for an Impact Fee Ordinance.

Motion to recess Selectmen's Meeting and reconvene after FII Meeting - Unanimous

 

Reconvene Selectmen Meeting at 1:15 PM.

 

Motion by James Kuiken and seconded by Bob Roberts to go to Executive Session - Unanimous

 

Return to regular meeting - personnel issues were discussed in Executive Session

 

Motion by James Kuiken and seconded by Bob Roberts to adjourn at 3:00 PM - Unanimous
