MINUTES OF THE SELECTMEN'S MEETING

WITH BIT PARTICIPATION

 

TOWN OF FRYE ISLAND

JUNE 20, 2003

 

The location of the meeting was the Fire Barn, Town of Frye Island

 

The meeting was called to order at 8:05 PM by Bob Roberts

 

Selectmen:  Robert Roberts, John Crosby, James Kuiken

 

BIT:  Dave Decker, Dick Giggey, Grace Morin

 

Town Manager:  Wayne Fournier

 

Treasurer:  Carl Hommel

 

Motion to accept minutes of May 31, 2003 Selectmen's Meeting made by Bob Roberts and seconded by James Kuiken - Unanimous

 

Motion to accept minutes of the June 7, 2003 Selectmen's Informational Meeting made by Bob Roberts and seconded by James Kuiken - Unanimous

 

Motion to accept minutes of the June 14, 2003 Special Selectmen's Meeting made by Bob Roberts and seconded by James Kuiken - Unanimous

 

Financials:

Money in Key Bank checking account to be transferred to a Fleet interest bearing account.

 

Wayne to look at the 2003 Budget to see if the $12,500.00 in the Fire Department Reserve Account is a combination of $2,500.00 for Lightning Arresters and $10,000.00 for Fire Truck.

Golf  Report:

The parking lot is finished - the parking lot looks GREAT.

Marina Report:

There will be a joint meeting of the FII Board and the Executive Committee of the Board of Island Trustees on June 29, 2003.

Petitions & Communications:

E-mail from Andrew Disalvo requesting use of ferry to deliver modular home before September 15, 2003.

 

Motion by Bob Roberts to allow Andrew Disalvo to use ferry September 2nd, 3rd, or 4th for delivery of modular home - Motion died for lack of second

 

Motion by James Kuiken and seconded by Bob Roberts to allow Andrew Disalvo  to use ferry September 9th, 10th, or 11th for delivery of modular home - James Kuiken & Bob Roberts for - John Crosby abstained

Old Business:

Law Enforcement - Eric Pearce and Dana Wessling sworn in as Frye Island Police Officers and will enforce all Town Ordinances and State Laws.

 

Ferry Haul Out Facility - just received a letter from Town Attorney, everyone on the BIT Executive Committee to read letter and think about Attorney's comments and what next step should be.

 

Wayne to contact MMA and find out what is necessary to have an ordinance to ban parking in certain areas for special events. 

 

Wayne to place notice in FINS stating boats in Marina from slip __ to slip __ will have to be removed  by (time) or be removed by the Fire Department for the Fire Works Display.

Water System:

Bob Roberts, Wayne Fournier, and Kevin La Marre met with Nate Saunders and A. E. Hodsdon.  Discussion on what first step should be to improve water system and funding methods that can be used.

 

Motion by John Crosby and seconded by Bob Roberts to install pressure reducing valves not to exceed $15,000.00 - Unanimous

Recreation Commission:

Nancy Perry presented Policy from by Recreation Commission.  Nancy stated that approval of the Policy on the Recreation Committee by 5 for - 2 against.

 

Motion by Bob Roberts and seconded by James Kuiken to accept Policy as written with the following changes:
 

     1.  Item #10 - changes number of days

 

     2.  Item #8 - change amount of security deposit to $500.00 for Items 5A & 5B

 

Motion passed unanimously.

 

The policy as approved is attached.

 

The new light fixtures to be installed in the Teen Room of the Community Center are on order and will be installed upon arrival.

New Business:

Jeanne Sullivan-Toomey sent a letter of resignation from the Planning Board.

 

Motion by John Crosby and seconded by Bob Roberts to accept letter of  resignation from Jeanne Sullivan -Toomey - Unanimous

 

Warrant Articles for Town Meeting - The Planning Board's recommendations have to be received by June 28, 2003 to be placed on the Warrant for Town Meeting.

 

Motion to abide by Maine Moderator's Manual to be placed on Agenda after electing a Moderator made by James Kuiken and seconded by John Crosby -Unanimous.

 

Motion to approve Warrant with the following correction - change amount of money to improve the Water System to $500,000.00 made by Bob Roberts and seconded by John Crosby - Unanimous

 

Wayne to check with MacGregor on cost of putting a bid proposal package together for repairing the foundation of the Administration Building.

 

Motion to appoint Wayne Fournier to a one year term as Town Manager made by Bob Roberts and seconded by John Crosby - Unanimous

 

Motion to appoint Wayne Fournier to a one year term as Town Clerk made by Bob Roberts and seconded by James Kuiken - Unanimous

 

Motion to appoint Wayne Fournier to a one year term as Tax Collector made by James Kuiken and seconded by Bob Roberts - Unanimous

 

Motion to appoint Carl Hommel to a one year term as Town Treasurer made by Bob Roberts and seconded by James Kuiken - Unanimous

 

Motion to appoint Wayne Fournier and Patty Meyers to a one year term as Assistant Treasurers made by Bob Roberts and seconded by James Kuiken - Unanimous

 

Motion to appoint Bob Tripp to a one year term as Tax Assessor made by Bob Roberts and seconded by John Crosby - Unanimous

 

Motion to appoint Bill Foye to a one year term as Building Inspector made by Bob Roberts and seconded by John Crosby - Unanimous

 

Motion to appoint Bill Foye to a one year term as Plumbing Inspector made by Bob Roberts and seconded by John Crosby - Unanimous

 

Motion to appoint Bill Foye to a one year term as Code Enforcement Officer made by Bob Roberts and seconded by John Crosby - Unanimous

 

Motion to appoint Marge Hommel to fill the unexpired term of Jeanne Sullivan-Toomey (term expires June 30, 2005) to the Planning Board made by Bob Roberts and seconded by John Crosby - Unanimous

 

Motion to appoint Steve Perrson as Emergency Management Officer and Fritz Mueller and Ernie Wrzesinsky as Assistant Emergency Management Officers to a one year term made by Bob Roberts and seconded by James Kuiken - Unanimous

 

Motion to go to Executive Session made by Bob Roberts and seconded by John Crosby - Unanimous

 

Returned to Regular Meeting - Personnel discussion in Executive Session

 

The pool at Lancaster Loop Recreation Area will be ready by mid-week before July 4, 2003.

 

ATV vehicles cannot be registered as Golf Carts.  More and more ATV vehicles are being registered for Island use and this is against state law.

 

Draft letter to Town of Raymond stating that Town of Frye Island would like join the Raymond School District.
