The location of the meeting was the Town of Frye Island's Winter Office, Windham, ME
The meeting was called to order at 9:10 AM by James L. Kuiken

Motion to accept the Minutes of the December 14, 2003 Selectmen's Meeting made by James Kuiken and seconded by Robert Roberts - Unanimous
Motion to accept the Minutes of the January 6, 2003 Special Selectmen's Meeting made by James Kuiken and seconded by Robert Roberts - Unanimous
Motion to accept the Minutes of the January 25, 2003 Selectmen's Meeting made by James Kuiken and seconded by Robert Roberts - Unanimous
Motion to accept the Minutes of the January 29, 2003 Special Selectmen's Meeting made by James Kuiken and seconded by Robert Roberts - Unanimous
Wayne is working on getting the Expense and Income Reports to coincide with the date on the Trial Balance and Balance Sheet - last day of the month
Authorization given to pay Check #1038 (Maine State Golf Association) and Check #1045 (United States Golf Association, Inc.)
Motion made by James Kuiken and seconded by John Crosby to e-mail a spread sheet for approval of payment of the bills and then send the Check Warrant by mail for signatures - Unanimous
Ferry Haul Out Facility - The Punch List was not completed in February and will not be accomplished until the ice is out and the ferry is running.
Authorization was given to pay Atlantic Mechanical, Inc. $ 5,818.75 for February's Invoice. This amount includes everything except $ 500.00 for submittals that have not been received as of yet, $ 125.00 for clean-up, $ 6,672.05 for retainage, and $ 22,500.00 for use of the ferry.
Wayne is to comprise a spread sheet showing what has been paid and what has not been paid - and why, to send to Atlantic Mechanical, Inc.
Purchase of Right of Way and 10 Additional Feet - Waiting for the survey results from Carl Bloom
Purchase of Ferry Trailer and Mainland Property - The title search is complete and waiting for deed to sign
Purchase of Lot 3 on Cape Road - Motion made by Robert Roberts and seconded by James Kuiken to file for a building permit for an office as Municipal Use and notify Bernie Sharpe, owner of Lot 3, as to the Town's intentions - Unanimous
Lots 43 and 44 - Nothing new to report
Pender Lots - Mrs. Pender has paid the back taxes and liens on Lots 1545 and 1907. The lien discharge and Quit Claim Deed are in process.
Revaluation/Assessor - Bob Tripp has accepted a full time position with the Town of Windham. Bob would like to finish out the year on a part time basis with The Town of Frye Island - keep Bob on as part time to finish the revaluation that he has already started.
Banking - The Town has switched to Fleet Bank. There is still a balance in Key Bank to cover checks written against that account.
Solid Waste Disposal - Wayne presented quotes from Reynolds & Sons and Waste Management. No action was taken on these quotes. Wayne was instructed to get quotes from Trashy Women and inquire if they are interested in buying our rubbish truck.
Foreclosed Lots - Wayne to get together with Accountant and find out what has to be done to write off foreclosed lots.
Expenses to Raymond - Authorization given to expend $ 3,500.00 to pay The Town of Raymond for 2002 Dispatch Services. Wayne is to investigate the $ 3,600.00 charge for EMS Services provided by Raymond. Contact Bill Holmes of Cumberland County for a quote on Dispatch Services for 2003.
Golf Course & Marina - The Town of Frye Island has started paying expenses for the Golf Course and Marina as of January 1, 2003
Subdivision - Motion made by Robert Roberts and seconded by James Kuiken to adopt the Town of Frye Island's Fee Schedule (copy Attached) immediately - Unanimous
Health Insurance - Wayne has been authorized to change carriers as long as the expense is within the budget
Terrorism Insurance is in place on the ferries - this was always on the policy abd was renewed automatically
First Response Security - went over the schedule submitted by First Respnse - need more weekend and night coverage - Wayne to discus with First Response
Motion made by John Crosby and seconded by Robert Roberts to accept The Portland Water District Septage Disposal contract effective April 1, 2003 - Unanimous
Motion made by Robert Roberts and seconded by James Kuiken to approve the application for a Liquor License for The Golf Course by The Town of Frye Island - Unanimous
Ferry Policy & Guidelines - reviewed the handbook as presented by Wayne -made several changes which are to be incorporated and the revised policy will be sent to everyone for approval.
Motion made by Robert Roberts and seconded by James Kuiken to approve the Ferry Schedule as submitted by Wayne for the year 2003 - Unanimous
Motion made by John Crosby and seconded by Robert Roberts to table the approval of the Marina and Golf Course Policies until they are approved by Frye Island Inc.'s Board of Directors - Unanimous
Motion made by James Kuiken and seconded by John Crosby to appoint Conrad Theberge as a Motor Vehicle Municipal Agent in the New Registration Program for The Town of Frye Island - Unanimous
Motion made by John Crosby and seconded by Robert Roberts to appoint Wayne Fournier as the administrator for the Fleet Bank Credit Card Account - Unanimous
Motion made by Robert Roberts and seconded by James Kuiken to authorize payment of $ 15,726.00 to the Town of Frye Island Fire Department - Selectmen: 2 For - 1 abstention BIT – Unanimous
Motion made by James Kuiken and seconded by Robert Roberts to expend $ 975.39 from the Water Reserve Account to pay A.E. Hodsdon, Consulting Engineers for report on water system – Unanimous
Change April 19, 2003 Selectmen Meeting to May 3, 2003 – April 19th is Easter Weekend.
Motion made by James Kuiken and seconded by John Crosby to appoint Bill Foye as the CEO/LPI of The Town of Frye Island until June 30, 2004 – Unanimous
There is no power on the Island, power went out during the ice storm and more than likely will not be turned on until Central Maine Power can get to the Island when ice is out and the ferry is running.
Wayne to place article in the Winter Newsletter telling everyone to call the winter office at 207 892-6517 before coming on April 25th to see if the Island is open.
Lease for the Winter Office is up April 30, 2003. The cost for the renting this space is $ 475.00 per month for the months of November thru April and $ 1,000.00 for the remaining six months. No action was taken on this item, to be discussed at the March 22, 2003 Meeting.
