The location of the meeting was the Town of Frye Island's Winter Office, Windham, ME


The meeting was called to order at 5:00 PM by James L. Kuiken


Selectmen:  James L. Kuiken, John Crosby, Robert Roberts


BIT:  Pat Karpacz, Dave Decker, Dick Giggey, Grace Morin


Town Manager:  Wayne Fournier


Wayne presented a new report from Labranche Land Surveys stating that the original report was in error and the rails are installed properly.


Wayne talked to Larry Paul of Atlantic Mechanical, Inc. concerning the Punch List. Larry says that he is going to the Island the first week of February to complete the punch list.  Wayne told him that many of the items cannot be completed until spring, but Larry insists that he can complete them now.


After much discussion as to what action the Town should take, Bob Roberts made a motion to release the Bond, hold the 5% retainage, and tell Larry Paul that he is not to work on the punch list until ice is out and the ferry is operating.  The motion was seconded by John Crosby - Unanimous


 James Kuiken brought up an issue concerning the Check Warrants.  He stated that some of the bills that come in are due within a few days of receiving them.  In order to avoid paying late fees and interest, it was suggested that payment of these bills should occur when due.  These checks should be listed on the check warrant, but sent out before the due date.  It was agreed upon unanimously that this procedure should take place immediately.


Motion made by James L. Kuiken to adjourn at 6:10 PM.  Seconded by Bob Roberts - Unanimous
