MINUTES OF THE SELECTMEN'S MEETING

WITH BIT PARTICIPATION

 

TOWN OF FRYE ISLAND

AUGUST 24, 2002

 

The location of the meeting was the Community Center, Town of Frye Island

 

The meeting was called to order at 2:05 PM by James Kuiken

 

Selectmen:  James L. Kuiken, John Crosby, Robert Roberts

BIT:  Pat Karpacz, Dave Decker, Grace Morin

Interim Town Manager:  Joe Potts

Treasurer:  Carl Hommel

 

PUBLIC HEARING - PARKING ORDINANCE

 

     1.  Sent back to committee for the following additions:

 

          a.  Definition of the term ROAD

 

          b.  Add Paragraph E under Regulation and Prohibition of Parking -

              

               E. No motorized vehicle or trailer parking where signs indicate it is not

                   permited

 

PUBLIC HEARING - LONG BEACH CAUSEWAY ORDINANCE

 

     1.  Table Ordinance until September, 2002 Selectmen/BIT Meeting for the following

           reasons:

 

          a.  Work with Fire Department on safety concerns

        

          b.  Determine exact width of road

Motion to accept minutes of the August 16, 2002 Selectmen's Meeting made by James Kuiken and seconded by John Crosby - Unanimous

 

Ferry Run Status - Joe Potts presented a spread sheet showing the traffic counts to and from the island for year 2001 and year 2002 to date

 

Road Rake Demo/Training - Portland Water District has purchased a Road Rake to be used by Cumberland County Communities that mounts front of a truck.  The new rake is to be stored on Frye Island with training to take place on August 28, 2002.

 

Motion to offer seller asking price for parcel of land on Raymond Cape Road subject to approval of purchase at October, 2002 Town Meeting.  Binder will be placed on said property pending PERC Test and determination of presence of hazardous waste made by Robert Roberts and seconded by John Crosby - Unanimous

 

Maine Drinking Water Loan Program - A. E. Hodsdon sent as letter stating the deadline for applying for a loan was September 13, 2002. The Town of Frye Island will not be for a State Revolving Loan at the present time.

 

Executive Committee Elections:

 

     1.  Chairperson - Pat Karpacz - Nominated by Dave Decker, seconded by Grace Morin

                                James Kuiken - Nominated by Robert Roberts, seconded by John Crosby

 

                               Results - 3 to 3 tie - James Kuiken withdrew and Pat Karpacz elected Chairperson

 

     2.  Secretary - James Kuiken - Nominated by Grace Morin, seconded by Dave Decker

James Kuiken elected Secretary unanimously

 

Retirement Plan Eligibility - discussed who is eligible and who is not - have to go back to minutes and see the exact language of the motion

 

Motion to accept Williams Painting's proposal to paint the Administration Building with a formal request that Frye Island, Inc. reimburse the Town of Frye Island made by James Kuiken and seconded by John Crosby - Unanimous

 

Motion to adjourn at 3:55 PM made by James Kuiken and seconded by Robert Roberts - Unanimous
