BOARD OF ISLAND TRUSTEES EXECUTIVE
TOWN OF FRYE
JUNE 17, 2000
The location of the meeting was at Community Center at Frye Island, Maine
Theberge, Frye Island Town Clerk, called the meeting to order at 4:32PM
Selectmen: James Kuiken, Oleg
Svetlichny, Joseph Potts and David Decker Interim Town Manager
Executive Committee Members: Mark Thomas John Crosby, Pat Karpacz, and Richard Giggey
Attendees: Anne Garceau, Kathy Potts, Ernest W., Carl Hommel David Lowe,
Diane Babineau, David Treacy and Ernest Wrzesinsky.

Kuiken made a motion to accept May 6, 2000 minutes as amended. Oleg Svetlichny
seconded the motion. Unanimous
Petitions and Communications:

Motion 32-2000 to approve
hiring a trapper for trapping beavers and raccoons on the island.
James Kuiken made the motion and Joseph Potts seconded this motion.
Motion 33-2000 to approve
leaving barriers at Recreation Center Beach entrance.
James Kuiken made this motion and Oleg Svetlichny seconded this motion.
Motion 34-2000 to approve
hiring Richard Roedner for one year
as Town Manager. James Kuiken made
this motion and Oleg Svetlichny seconded this motion.
Motion 35-2000 to approve
Community Center bathroom remodel project.
James Kuiken made the motion to expend up to $12,000.00 for two
bathrooms. Oleg Svetlichny seconded
this motion. Oleg Svetlichny
withdrew his second and James Kuiken withdrew his motion.
Oleg Svetlichny presented several topics for the selectmen to review and
1-The need to set an email editorial policy. To
make sure that all Selectmen and Board of Island Trustees can read and review
the emails sent to selectmen. Make
sure that emails are in the format that all can read.
2-Fins editorial policy should be established.
3-Healthy alternatives for young islanders should be established.
The recommendations to have more activities for young people.
The attempts to keep the young adults busy with more activities.
4-The use of a guesthouse on the island for use by the Sheriffs
Department or people invited to attend meetings at the island request.
5-To have the island sponsor Maine Special Olympics
6-To inform the Board of Selectmen and Board of Island Trustees Executive
Committee of a group being formed to discuss the islands withdrawal from SAD #6.
Discussion on the bid selection for the water system and establish Board
meeting. The board meeting would be
June 23, 2000.
36-2000 James Kuiken made a
motion to establish the following meeting dates.
July 1, 2000 at 9AM
Board Meeting June 23,2000 at 7PM
Board Meeting July 22, 2000 at 2PM
Board Meeting August 19,2000 at 2PM
Public hearing August 26, 2000 at 2PM Budget Hearing
Seconded by Oleg Svetlichny. Unanimous
37-2000 to have a Frye Island
Flood Plan Ordinance on the warrant for July 1, 2000 Town Meeting.

Svetlichny made a motion to accept the following appointments for a one year
Code Enforcement Officer- Gerald Daigle Town Clerk- Conrad Theberge
Plumbing Inspector- Gerald Daigle Tax Collector-Conrad Theberge
Electrical Inspector- Gerald Daigle
Treasurer- Gregory Tedford
Tax Assessor- Gerald Daigle
Fire Chief-Steve Persson
Animal Control Officer-Timothy Alexander
Seconded by Joseph Potts. Motion
Joseph Potts made a motion to accept Assessing & Code Maintenance
Agreement. Oleg Svetlichny seconded the motion. Unanimous

following warrant articles for the Town Meeting.

Joseph Potts made a motion to approve minimum insurance requirements
for Golf Carts and ATV’s used on Frye Island roads to be as follows: Medical
Liability at $20,000.00 per person and $40,000.00 per accident; Property
Liability at $10,000.00 per accident. Oleg
Svetlichny seconded the motion. Unanimous
James Kuiken made a motion to expend $2,500.00 for architectural ramp
design for the Administration Building. Joseph
Potts seconded the motion.
James Kuiken made a motion to adjourn at 8PM.
