Planning Board Meeting

September 23, 2000 4:00 pm

    

     Location:  Community Center

    

     Present:       Bob Hannah, Marge Hommel, Ed Johnson, Ed Charrette, Dave Treacy, Patty Meyer, Oleg Svetlichny

 

The chairman, Bob Hannah called the meeting to order at 4:02 pm.

 

Minutes and Correspondence:

 

                Minutes of the September 9 meeting were APPROVED. With the following modification:

                                Insert the word “incorrectly” in “Changes to the Land Use Ordinances” section “D”.  This now reads

 

D         Revision of Article XIIa concerning septic systems. It incorrectly assumes that the Town is on well water

 

Report from Comprehensive Plan Committee

 

     Bob Hannah reported on the progress of the Comprehensive Plan Committee.  He, Fritz Mueller, Town Manager Rich Roedner, and FII Secretary Carl Hommel met with the Portland Water District to discuss issues of concern.  A report of that meeting is attached to the minutes.

 

Patty Meyer reported on a talk with Paul Peterson, who was in charge of Real Estate for FII when a 1990 agreement was reached with Portland Water District about phosphorus discharge into Sebago Lake.

 

There is a Comprehensive Plan workshop, next Saturday at 1:00pm, with a Committee meeting to follow.

 

Land Use Map

 

This is frozen until next spring, when updates and corrections will be made.

 

Wetlands Map

 

Marge Hommel reported that she had received a draft of the wetlands map, electronically, from the Council of Governments (COGS) in Portland.  She showed copies of the map.  It will be included in the Comprehensive Plan.

 

Revisions to the Land Use Ordinances

 

Mobile Homes                This will be worked on over the winter

 

Road frontage on cul-de-sacs

          Ed Johnson stated that he thought it should be consistent with the required frontage on any road.  Marge Hommel thought that we should only require a 100-foot lot width because of the pie shaped nature of most of these lots.  This will be considered next year.

 

Non-commercial recreation as an allowed use in a residential zone

          Bob Hannah thought that it is better to have a separate recreation zone.  Marge Hommel thought it should be an allowed use, requiring a site plan review, in a residential zone.  This will be discussed next year.

 

 

Other Business

 

Bob Hannah reported that he had received a letter from the fire department asking us to limit residential building height to 35 feet, since that is as high as their ladders will reach.  We will work on this over the winter, and discuss it in the spring.  A copy of the letter is attached to the minutes

 

Bob Hannah would like to have an ordinance requiring septic systems to be pumped or inspected every 5 years.  We will also discuss this in the spring.

 

Mal Wilson of 1683 Ridge Road asked about toilet facilities at the proposed ball field.  He was told to bring his concerns to the hearing on the ball field on September 30.

 

The application for the final site plan review of the proposed ball field was received on September 16.  Bob Hannah scheduled the hearing for 8:30 am on September 30, 2000.

 

We will have our final regularly scheduled meeting of the Planning Board at 8:30 am, October 7, 2000 before the Town Meeting.  (This was later changed to 8:15 am)

 

The meeting was adjourned at 5:25 pm.
