Planning Board Meeting
Saturday, July 22, 2000 4:00 pm

The chairman, Bob Hannah called the meeting to order at 4:00 pm. David Treacy was appointed a voting member to replace Goeff Rice.

Minutes and Correspondence:

                Minutes of the July 8 meeting were APPROVED.

Land Use Ordinances

                The following proposed changes were voted to be discussed at a public hearing on August 12:

Definitions – Add shed as an accessory building, which is 144 square feet, or less in size

Residential - Use changes as presented last October
Minimum Lot size:                                20,000 square feet
For lots <= 20,000 square feet, the accessory building front setback will be reduced to 30 feet.  In addition, sheds(144 square feet or less) have a reduced side setback of 10 feet.

Water Oriented Commercial - Use changes as presented last October
Minimum Lot size:                                30,000 square feet
For lots <= 20,000 square feet, accessory building setbacks and shed setbacks are reduced as in the Residential zone.

Corner lots                As drafted by David Treacey, some road setbacks will be reduced to 30 feet.  It was VOTED to make further reductions, from those in the proposed ordinance, subject to a special exception from the Appeals Board.

The Board VOTED unanimously to submit all of the above ordinances to a public hearing in preparation for placing them on a Town Meeting Warrant.

Draft Comprehensive Plan.

The report from Comprehensive Plan Committee asked that the Draft Comprehensive Plan be made public with the changes made by Dave Decker on Goals, and on Survey results.  This was VOTED unanimously.

Land Use Map

Marge Hommel reported that the map was expected to be completed by the next meeting.  Patty Meyer was checking out a few more changes.

Zoning Map - Proposed Changes

Dave Treacey and Marge Hommel will draft the ordinance to change the zoning on lot 501, and on the Recreation Area adjoing 501, from Water Oriented Commercial to Residential.  The Board VOTED unanimously to submit the change to a public hearing.

Ordinance to set speed limits
Bob Hannah reported that the Town cannot pass an ordinance to set speed limits. 

Other Business

Abutters: 
Dave Treacey asked that we redefine abutter, since the current definition is meant for towns with very large lot sizes.  Too many people need to be informed under our current definition, because our lot sizes are small.  He will bring a proposal to the next meeting.

Hunting & Trapping:  Bob Hannah pointed out that our current ordinance forbidding hunting is not legal.  He will present a revised ordinance for this, and for the discharge of firearms, at our next meeting.

Carl Hommel brought the news from the Selectmens’ meeting that David Treacey had been appointed to the 3 year term on the Planning Board, replacing Goeff Rice.  Patty Meyer was reappointed to an alternate spot.  Oleg Svetlichny was appointed as the other Alternate.  We will reorganize and elect new officers at our next meeting on August 11.
