Planning Board Working Meeting
July 8, 2000 4:00 pm

The chairman, Bob Hannah called the meeting to order at 4:05 pm.  As Goeff Rice and Ed Johnson were not present, Bob appointed both alternates as voting members.  Ed Johnson came in a few minutes later.

Minutes and Correspondence:

            Minutes of the June 24 meeting were APPROVED.with corrections noted on the minutes.

Land Use Ordinances:

            We will separate use changes, lot size changes and setbacks for accessory buildings into separate warrant articles.  We will plan a public hearing on Saturday, August 5 at 4pm.

Some people remember the rear setback as being 40 feet instead of 15 feet as in our current ordinance.  We do not know if this was a deed restriction, especially for golf course lots.  Don Hadley will try to get us a sample deed for a lot that fronts on the golf course.  Dave Treacy asked if there might be tax consequences for changing the rear setback.

Corner Lots:

            Patty Meyer, Dave Treacy and Don Hadley met to investigate what changes need to be made so that corner lots can be built upon without a variance.  There was general agreement that the short side of the lot be considered the front and maintain the 50 foot road setback.  But the side setback is still under discussion.  Patty Meyer thought that 20 feet was OK; others thought that 30 feet was better.  Dave Treacy recommended a sliding scale.  We will examine this further, perhaps recommending that a special exception, rather than a variance, be used.  Patty Meyer and Marge Hommel agreed to investigate all the corner lots and record the frontage.  There was also discussion about lots that abut beaches.  Are these to be considered corner lots?

Comprehensive Plan:

            The Planning Committee has renamed itself to the Comprehensive Plan Committee to avoid confusion with the Planning Board.  Fritz Mueller gave an extensive report on the organization of the Committee and people who have agreed to work on the different sections.  Bob Hannah pointed out that we need to include goals and objectives.  Dave Decker agreed to rewrite a section on the survey results, where Vicís initial draft was only his (Vicís) interpretation.  Dave also agreed to write a section on goals and objectives.  The Planning Board VOTED not to release the plan, at this time, but to vote on releasing it at the July 22 meeting after the additions were in place.

Bob has had the Naples Comprehensive Plan copied, and Fritz will distribute the relevant sections to the Plan Committee members.  Ernie Wryzesinsky spoke of a visit to Long Island.  It has no Comprehensive Plan.  Rick Sealy of COGS wrote the Naples Plan.  It was felt that $30,000 or more to have a professional write the plan, was more money than Frye Island had to spend on the project.

Bob Hannah commended Fritz Mueller for all the work he has done in organizing the Plan.  He also stated that Rick Sealy would look at our current plan and give us feedback.

Other Business

                Bob Hannah stated that we need to write a speed limit ordinance, if we continue to get no response from the DOT on our request to set Island speed limits.  The request was made over a year ago.

Ernie Wryzesinsky pointed out the Land Use ordinance wording should say 144 square feet or less on the wording for a shed.  He also thinks that all accessory building should have reduced setbacks.  Bob pointed out that our current proposal puts the front setback at 30 feet for all accessory buildings.  It only changes the side setback to 10 feet for sheds 144 square feet or under.

The meeting was adjourned at 5:45 am.
