Planning Board Meeting

The chairman, Bob Hannah called the meeting to
order at 8:35 am.
Bob Hannah passed out copies of correspondence from Island Manager Vic
Richards, and Planning Board members Ed Charrette, Ed Johnson and Geoffrey Rice
concerning the Gottlieb request. This
is discussed later on the agenda.
Dates for Regular and Special Meetings:
Several members expressed a preference for 4:00 pm instead of 8:30 am
meetings. We decided to have a
working meeting on the second Saturday of each month, and a regular meeting on
the fourth Saturday. It was VOTED
to have regular meetings on June 24, July 22, August 26 and September 23, 2000;
and working meetings on June 10, July 8, August 12 and September 9, 2000.
All meetings are on Saturday at 4:00pm at the Community Center.
The voters at the October 1999 BIT Meeting and Town Meeting rejected the
Land Use Ordinance revisions for Residential and Water Oriented Commercial
zones. The voters agreed on the
changes for setbacks for accessory buildings, but wanted to require a building
permit with CEO notification. Marge
Hommel agreed to make the necessary changes, and to define a shed.
The Board discussed a request by Gerald Gottlieb to allow a rebuilding of a non-conforming cottage, along with adding a guesthouse to the property. The Planning Board is involved because they must approve any new nonconforming building in a shoreland zone. Bob Hannah will speak to Mr. Gottlieb inviting him to attend our next meeting; and will send a letter to our CEO asking us to be more specific when referring people to our board.
Interim Island Manager, Dave Decker, spoke of the work he had done on the
survey results. He stated that,
although there were inconsistencies in the data, they were not statistically
significant. Marge Hommel agreed.
Dave agreed to make some further clarifications in the data.
Goeff Rice asked that we release the survey results with the caveat that
there are inconsistencies. Dave
Decker asked that we mail the results only to those people who ask for them.
The Board VOTED to release the survey results by making them available at
the Office, by mail to anyone who asks for them, and on the Frye Island Web
There was a general discussion of the Comprehensive Plan and what work
needs to be done on it. Dave Treacy
asked that it include a housing inventory.
Diane Babineau mentioned that we are under a court order to have no more
than 750 septic systems for property, which was owned by the former developer,
Leisure Living. Ed Charrette stated
that the Board could address the 750 septic limit at a later time.
Ernie Wrzesinsky stated that we may be able to meet the affordable
housing criteria, required by Maine State Law, by investigating market values of
current housing on the Island.
Bob Hannah will run our current draft before
the appropriate person at COGS. It
was VOTED to submit our current draft to the State for their comments.
Bob Hannah will ask Bob Oxman to work on the
history section of the plan. Patty
Meyer and Marge Hommel will continue work on the land use maps.
Marge Hommel and Goeff Rice will work on the interpretation of the survey
results. Dave Treacy and Ed
Charrette will work with Bob Hannah on the other aspects of the plan.
We will all report at our working meeting in two weeks.
We will ask for people to review the current map for accuracy, and report
any problems to Patty Meyer or Marge Hommel.
Patty Meyer will investigate the cost of including the land use and other
necessary maps in the Comprehensive Plan when we distribute it to the Islanders
Speed Limits: Bob Hannah stated that the speed limit on Island Roads is 25 mph under Maine Law, until the DOT comes and sets it. We will try to find out the status of this.
Roads: Bob Hannah stated
that the easement interest, ceded to the Town, for the Frye Island Roads, needed
to be recorded. We need to have
this done, if it was not recorded, already.
Don Hadley offered to let us look at a topological survey of the Island,
which came from Leisure Living.
Ernie Wrzesinsky asked they we examine setback requirements in our
zoning, so that the Appeals Board does not have to rule on all building on the
