Minutes of Meeting of August 23, 2002


A. MEMBERS PRESENT: Bruce Nisula, Barbara Aranyi, Ernest Wrzesinsky,

    Watson Clark, Paul Lyons, alternate Michael Graham


B. LOCATION: Frye Island Community Center


C. CALL TO ORDER:  By Chairperson Bruce Nisula @ 7:00 PM


D. Reviewed the Draft of the Minutes of July 26, 2002. A motion was made and

     Seconded to approve the minutes as written. Approved Unanimously.


E. New Business:


1.      The Board discussed a possible schedule that would provide a draft of minutes requiring approval for Board member review on a timelier basis. The Board Secretary Watson Clark suggested that a draft of prior meeting minutes could be forwarded via E-Mail two weeks prior to the meeting date. It was requested by Bruce Nisula that each Board Member provide the Chairman or Secretary their Frye Island and home E-Mail, phone numbers, and regular mail addresses.


2.      The Chairman requested that each Board member review the documents they signed during their swearing in procedure to assure they contained the proper wording related to “Board of Appeal”. If the document was not completed properly the Board member must be sworn in again with the correct wording in place.


3.      Secretary Clark stated that when he attempted to review the permanent records of Board of Appeals in the Town Office he found that the records for prior years were not in the file cabinet assigned to the Board.  He asked the Frye Island Town Clerk Conrad Therberge if he knew where the records were. After looking in the file cabinet and verifying the records were not there, the Town Clerk suggested Watson ask Bruce Nisula if he knows where the records are.  Chairman Nisula pointed out that Board Members should not keep original evidence or documents in their possession (all such original materials should be placed in the appropriate official permanent file in the Town Office as soon as possible).  Indeed, Maine Statute requires the Town to provide public access to all records on a permanent basis and thus, the official records of the Board of Appeals must be available in the Town Office for public review.  At this point, a major effort must be expended to locate the missing records of  the Board, and then procedures need to be put in place to assure that all future records will be carefully maintained in the Town Office.   Chairman Nisula and Secretary Clark will review this matter with Acting Frye Island General Manager Joe Potts.

G. Moved and seconded that the meeting be adjourned at 7:31 PM. Approved
